Supervisory reform in Russia

Signing of two new regulations is evidence of active work on reforming control and supervisory activities in Russia. We are talking about Federal Laws No. 247-FZ «On mandatory requirements in the Russian Federation» and No. 248-FZ «On state control (supervision) and municipal control in the Russian Federation». The documents were developed by the Ministry of Economic Development.

The first of them comes into force on November 1, 2020. It defines the organizational and legal basis for the establishment and application of the requirements that are contained in regulatory legal acts. We are talking about documents, the compliance with which is checked within the framework of state supervision, conformity assessment of goods, municipal control, accreditation, licensing, and other forms of examination and analysis.

The second document establishes the rules for conducting control activities and the rights of the inspected party. It will come into effect next year. According to the law, all possible types of control will be listed in a special electronic register, which is planned to be launched by 2022. The Federal Law regulates the system for analyzing and accounting for risks during inspections, which will reduce the administrative burden on business entities.
